Right at Home South Cheshire meets with the Casey Commission team

Working Together to Shape the future of Local Care

Recently our Managing Director, Ben Selby, joined forces with other services providers in Cheshire and Shropshire to contribute to the national conversation that is shaping the Casey Commission's review of adult social care.

Ben met with representatives and colleagues of Baroness Louise Casey, Chair of the Commission, to ensure that our local voices and concerns were represented at the discussion.

What is the Casey Commission?

The Casey Commission is an independent government review, examining the challenges facing adult social care in England. It aims to explore the long-term solutions to improve access, funding, and the overall sustainability of care services for the future.

What was discussed?

The meeting, organised by Helen Morgan MP, created an opportunity for care providers to share real experiences from across the sector. Representatives connected to the Casey Commission were present, listening to the challenges affecting care delivery.

During the discussion, Ben highlighted how decades of under-funding and financial pressures are impacting providers locally. Rising operational costs, changes to national insurance contributions, increases in national living wage and under-funding as a whole have made it difficult to deliver safe, high-quality and regulated home care.

The Home Care Association, which represents over 2,000 home care providers nationwide, has set the minimum price for home care at £34.42 per hour from April 2026. This figure is designed to cover national living wage requirements and the essential costs of running a compliant care service. 

However, many public bodies, including the Integrated Care Board (IBC) in Cheshire and Merseyside, are paying far below this rate.

How does this impact us locally?

Unfortunately this gap between the true cost of care and the rates that public bodies are able to pay has led to difficult decisions for us, including limiting the number of local authority-funded care packages we can take on. These difficult decisions are being made not only for Right at Home South Cheshire, but other local providers too.

These challenges aren't just affecting care providers - they are impacting real people who need support. Increasing costs have meant that some families are having to make tough choices about the level of care that they can access.

By contributing to this decision we hope to influence positive, long-term change that protects both care providers, but most importantly, those who rely on them.

Going Forward

It was a very valuable opportunity for us to take part in this discussion and we would like to thank Helen Morgan MP for organising the round table and bringing providers together. Conversations like this are essential to ensure voices of local communities help to shape the future of care.

We hope that the Casey Commission review will make clear to the Prime Minister, Sir Keir Starmer, that these challenges are facing care providers across Cheshire and Shropshire are real and do exist, and we are very hopeful for these challenges to be reflected in future decisions about care.

Overall, the Casey Commission review is a positive step forward for the future of care and we are excited to see what the future holds.
